Until six months ago, Trenton Suntrapak of Fresno, Calif., never had seen a terrarium. Then his girlfriend gave him one as a gift.

He marveled at the small plants growing in the open glass cylinder. About 16 inches tall, the container includes a fern in soil, small rocks, moss ground cover and even a tiny house. But as an admirer of Japanese maples, he particularly likes the Ming aralia plant, which reminds him of the Asian trees.

"It was a very unique gift," says the 34-year-old. "I thought it was cool. I've tried bonsais and have killed them pretty fast."

So far, the plants in the terrarium have thrived under his minimal care. The terrarium sits on his dining room table, where it can get sunlight.

"The tree is now growing over the top" of the jar, says Mr. Suntrapak, who waters the plants once a month.

It seems Giuliani wants to stop illegal immigrants at the border but resists "internal" enforcement--e.g., employer sanctions. I'm less gung ho about the need for "attrition" in the immigrant population than Krikorian is--but you do have to have "internal" enforcement to diminish the "jobs magnet," no? Unless, as Krikorian speculates regarding Giuliani, you only want control at the border as a political stunt to appease the 'yahoos' and pave the way for legalization. ....

P.S.: Meanwhile, Krikorian realizes that Huckabee--who theoretically based his seemingly tough, "prevent amnesty" proposal on a Krikorian article--has no idea what his own plan is actually about. In debate, Huckabee endorsed a version of the Pence "touchback" scam, which would allow existing illegals to jump the queue and become legal in "days, maybe weeks." ....

Letter: Plan should focus on water

The Sierra Club, Yahi Group, has been following and speaking out about water issues in Butte County for several years. The club recognizes, therefore, that it is crucial that Butte County highlight the importance of water in its General Plan process. The best way to do that is to specify that there be a "water element," i.e., a major topic that is separately examined, and not just "submerged," in a general environmental examination of the county.

As the General Plan director Tim Snelling has often said, there will be filters that will be used to examine any new developments in the county. What a better filter to use than one of our most important public trusts, i.e., our water — whether it is in our precious watersheds or in the priceless Tuscan aquifer. We need to study just how much water is needed before allowing more to be sent south.
