Aussie military planes provide flood aid
AUSTRALIAN defence force planes have joined a critical aid mission for thousands of flood victims in Papua New Guinea, as looting broke out in hard-hit Oro province. Last week's floods left thousands homeless, and officials fear the death toll of about 160 could rise dramatically unless food and clean water supplies quickly reach survivors. There are security fears in Oro province, north of the capital Port Moresby, after looters made off with a rice shipment and local MPs were accused of commandeering relief supplies for their own villages. Australia today sent in two C-130 Hercules transport aircraft and two smaller Caribous to start distributing AusAID supplies, including water purification tablets, emergency shelters, blankets and generators.

The Sydney Harbour Foreshore Authority has given assurances that any contamination is subterranean, has been contained and will not impinge on the safety of participants in World Youth Day. Chemicals such as cyanide, benzene, copper and lead were identified on the site two years ago by the Department of Environment and Climate Change. The department found that the poisons, as a result of the former gasworks in the area, posed a significant risk to human health. The department has declared the area on Hickson Road, which includes the Barangaroo site, an investigation area under the Contaminated Land Management Act.

The ongoing Afghan war against al-Qaida and the Taliban now provides a second, more demanding test case that demonstrates how much the alliance's capabilities and solidarity have withered. In Afghanistan, NATO is failing. Nominally, all 26 alliance members contribute to the war effort, with some 43,000 total troops deployed. But stripping away the forces provided by the United States, Britain and Canada, the alliance has fielded barely 20,000 soldiers this to pacify a country 50 percent larger than Iraq. Many national contingents, Germany's being the most prominent, operate under restrictions that make them unusable except in areas where relative security exists.
